RIO DE JANEIRO, Brazil — In a landmark move designed to reclaim the national cultural narrative and provide universal access to the country’s cinematic heritage, President Luiz Inácio Lula da Silva officially inaugurated Tela Brasil (Screen Brazil) on May 30 at Rio2C, the premier audiovisual and innovation conference in Latin America.

The launch of this free-of-charge, state-sponsored public streaming platform marks a significant pivot in how Brazil handles the distribution of its vast, multi-generational library of creative work. By integrating the service into the existing Gov.br digital infrastructure, the federal government is attempting to democratize access to culture, ensuring that every citizen, regardless of geography or socioeconomic status, can engage with the stories that define the Brazilian experience.


The Genesis of Tela Brasil: Bridging the Cultural Divide

The initiative, which arrives with an initial curated catalog of 555 titles, represents a bridge between Brazil’s rich history and its digital future. The library spans over a century of production, featuring content ranging from silent-era gems dating back to 1910 through the contemporary works of 2025.

At the launch ceremony, which was attended by a robust contingent of industry leaders, policymakers, and cultural icons, President Lula emphasized that the platform is more than just a digital repository. "Tela Brasil will help people better understand a country like Brazil. I hope this becomes an important platform for bringing Brazilians closer to their own culture," Lula stated. "It is very important for us to get to know our own people. You will find an outstanding and vibrant selection of programming on Tela Brasil."

The platform is designed for accessibility, utilizing a login system already familiar to millions of Brazilians: the Gov.br account. This strategic choice removes the financial barriers inherent in commercial subscription models, positioning the platform as a public utility rather than a luxury product.


A Century of Storytelling: A Breakdown of the Content

The initial rollout of Tela Brasil is categorized to ensure broad appeal across various demographics. The 555-title launch catalog includes:

  • 139 Feature Films: Ranging from seminal works of the Cinema Novo movement to modern award-winning dramas.
  • 85 Medium-Length Films and Television Movies: A collection often overlooked by commercial streamers but vital to Brazilian narrative tradition.
  • 267 Short Films: Highlighting the experimental and emerging voices of the Brazilian independent scene.
  • 64 Series: Including both contemporary hits and historical archival television.

The collaboration with the Brazilian Communication Company (EBC) has been instrumental in fleshing out this catalog. By signing a formal agreement with the Ministry of Culture, the EBC has contributed more than 150 titles—totaling approximately 3,000 hours of content—including legendary talk shows like Sem Censura.

The development of Tela Brasil was not merely a curation project but a significant technological undertaking. The Ministry of Culture partnered with the Federal University of Alagoas (UFAL) to build the platform’s architecture. This partnership ensured that the platform features robust accessibility tools, including closed captioning and audio description, adhering to modern standards of digital inclusion.

The federal government allocated a total of R$9 million ($1.8 million) for the 2024-2025 fiscal period. This investment covers the entire lifecycle of the project: technological development, content licensing, legal curation, and long-term project management. By leveraging the expertise of public universities, the government has kept costs sustainable while fostering innovation in the tech-for-culture sector.


The Industrial Perspective: Audiovisual as a Growth Engine

The ceremony was not limited to cultural rhetoric; it served as a platform for the Ministry of Industry, Commerce, and Services (MDIC) to outline the economic significance of the audiovisual sector. Minister Márcio Elias Rosa revealed that the government has formally integrated the audiovisual industry into the Nova Indústria Brasil (New Industry Brazil) program.

This is a critical pivot. By treating film and television production as a strategic industrial sector, the government is signaling that it views creative content as a driver of GDP, innovation, and job creation.

"The audiovisual industry accounts for 0.6% of Brazil’s GDP and generates more than 680,000 direct jobs, employing a highly skilled workforce," Minister Rosa noted. "Our goal is to increase its share of GDP to 1%. It is an ambitious target, but these professionals are capable, and we are committed to working toward it."

To achieve this goal, the MDIC has established a working group that has identified 11 key priorities for industry development. A major follow-up event is scheduled for June 17, where the government will convene representatives from federal public banks—including Caixa Econômica Federal, BNDES, and Banco do Brasil—alongside the financier Finep. The objective is to design credit lines specifically tailored to the unique financial structure of film production, moving away from generic commercial lending toward industry-specific support.
